Under its Knowledge Agenda (collation, development, and dissemination of knowledge for the betterment of the Ummah), the State Mufti's Office, Prime Minister's Office of Brunei Darussalam, with the collaboration of the Ministry of Education and the Ministry of Health, organised the International Seminar on Tobacco or Health in conjunction with the New Hijrah Year of 1423.

The International Seminar on Tobacco or Health was the first event of its kind organized by any Government in the region, and possibly in the world.
